feat(deps): upgrade runtime and dependencies (#131)

Ensure that the `docker` and `ci` environments use the same runtime versions from `mise`.

Also, update transitive dependencies:

* `mint`: from 1.6.2 to 1.7.1
* `peep`: from 3.4.1 to 3.5.0
* `phoenix_live_view`: from 1.0.2 to 1.0.5
