chore: upgrade runtime and dependencies (#52)

Upgrade runtimes:

* `node` from 21.7.3 to 22.6.0
* `yarn` from 4.1.0 to 4.4.0

Upgrade dependencies:

* `@types/node` from 20.6.3 to 22.4.0
* `typescript` from 5.2.2 to 5.5.4

Add [`outdated`](https://github.com/mskelton/yarn-plugin-outdated) plugin.
